The show, went back and forth between using some characters robot heads (Cheetor, Rhinox) or their mutant head (Waspinator, Tarantulas). And in either case, it doesn't really matter because like I said, the show's own designs blended animalistic themes into the robot heads anyway often times like making Tigatron have a robot head despite his toy art depicting his mutant head, but a very tiger like face on his robot head.
