There doesn't necessarily have to be an enemy faction to fight, but the question of "what's out there?" and potentially unknown enemies you might find out there sometimes work better than showing the face of the monster (whether literal or just a rival faction of humans) itself. It works for stuff like Aquazone or Adventurers too.
