I've looked up how to read US vehicle markings and turns out the decals for the woodland version is 3rd Armored. They were disestablished in 1992, a year after returning from the Gulf, so a vehicle being repainted from desert back to woodland a year before the division being disestablished seems unlikely to me so this is going to be a kind of anachronistic build.
The decals for the desert variant belongs to 1st Armored though, so I'll research what happened to that vehicle.
