I can't imagine that Evangelion appeals to the 6 year old girls who normally plays with Licca dolls so I assume that doll was made with adult collectors in mind. But Evangelion is a cash cow who has managed to collab with every brand in Japan and should be considered and outlier so therefor it is not proof for adult collectors.
There is a Barbie convention in Japan you can find some pictures, videos and articles about it.
There are also many Blythe, Pullip, Azone and Momoko/Ruruko collectors in Japan but I'm not sure if this is what you are refereeing to? They are technically fashion dolls but they are made for collectors and tend to run for a much higher prize than stuff like Monster High and Rainbow High. All the dolls I mention seems to have their own communities rather than mingle with the fashion doll community even though they have a lot in common. Pullip and Blythe in particular is hugely popular in the west and I'm surprised that I never see anons mention them in this thread
