We're talking about commercial art here, where artists strive to make their sculptures look like the licensed properties. Might as well say this is a god tier sculpture or that it's even good just because you want to bring up your subjective view.
Objectively, he's a C-list sculptor.

This is why a company like Bandai is a middling tier, because Marvel and Star Wars sculpts are so poorly done. Like that new Princess Leia where her nose is 2x bigger and other weirdness making her look like a bad caricature.
