Have you tried contacting whoever you purchased it from? Way back when, my Byarlant Custom had a defective part out of the box and the seller was able to help me get a replacement part. It was a removable piece though, whereas I'm not sure what part Bandai could give you to replace just the leg-fin (whole new leg, maybe?).
Still, it's worth a shot if you can't fix it yourself!
