When retailers like Target, TRU, etc that all use the MSRP as advertised by companies like Hasbro and DCC, that's what we expect to pay. From there it CAN be discounted, these big stores usually do not anymore. You have to price match and the majority of people do not, hence them not even bothering to compete anymore and keeping the MSRP on their shelves.
