He's shown to be ruthless and tactical in his leadership, both domestic and on the battlefield, and imo he's a poignant last villain, representing the twilight of both the G1 comics and toyline.
Not sure where you're getting the fraud bit from, but I haven't read the comics in a while. Keep in mind that "the strong guys" were batshit insane, so it speaks volumes for his capabilities in filling up the vacuum while being mostly level-headed
