Engineer here, you're wrong, that is a valid use of the term and completely separate from the technical ratios you think monopolize it. Using "6 inch scale" to describe a series of toys that are all roughly 6" and not accurately proportioned with each other is the clearest indicator of size. Toys, especially toys for children, do not all need to be precisely 1/10th or 1/12th the size of the source, and doing so would complicate the process and add needless expense in the manufacturing chain.
