What websites they're available on will vary; but in general, the Shounen-Ric version will have some sort of bonus item/gimmick that's not available on other sites. If you care about that kinda stuff, the only way to preorder is through them directly as far as I know. If not, you can check most of the usual sites and see which one is cheapest.
Also Kaiju-battle will usually post a news article about new figures up for preorder. They list the specs, price, any bonus items, and whether it's an exclusive or if it's availble at most retailers. That's probably the best place to get news for new figures.
