The reason people generally don't army build in 1:12 scale is because 1:12 figures cost more and they take up more space.
And generally, most people who army build buy 2-3 figures even in 1:18 scale.
Since Classified army builders are cleranced, the expense is taken out of the equation. You can buy the most popular figures (Alley Vipers and Vipers) from the 1:18 lines for cheaper than GI Joes cost in 2007... what's stopping them from army building them today? Oh right, space.
And personally, i have the space for them, hence army building even bigger figures (pic)... but not GI Joes, because i don't want them in 1:12. If i didn't find them in clearance/Ross, i'd own 3 Classified figures total. BUT I have been buying the Mezco figures becasue i like the premium look.

Do you realize that 99% of the "unique" characters in GI Joe are just overglorified background characters? Very few of them had a single comic or cartoon episode that was devoted to them, so 99% have maybe 3 minutes of dialogue in the cartoons TOTAL and not even half a page in written words in comic.
99% of GI Joes were bought because of how they looked, hence Cobra being the most popular figures in the line. ...... well, I'm not going to write more, because it's falling on newfag ears who's only going to make shit up just to argue.
So I'll just end with the fact that the Classified Tomax and Xamot sold poorly despite being heavily featured in the cartoon and comics, while also being fan favorites. Stalker failed to sell, despite also being a fan favorite. So many unique characters are bombing on the shelves.
GI Joes fans just aren't buying Classified, which you prove with your tiny collection and being a non-fan.
