All modern toylines are spending way less money than indie companies did in the 90s and even invented cost cutting alternatives that don't look as good to save a few pennies. Ever since 2010 or there about, we've seen a retraction in the budget to make the toys look better.
Budget for paint is why everyone still thinks the LotR toys still look great to this day. Without those paint apps, it'd be as fondly remembered as the LotR line from Knickerbocker or Toy Vault.

Toy Biz's LotR figures were as cheap as most of their toys from the 90s. Full of stupid gimmicks, so their articulation was usually trash. However, unlike their glossy mostly colored shiny plastic 90s toys, Toy Biz started upping their game in paint apps with the LotR line. And this is why their LotR line still stands out
