There's no reason Playmates couldn't have made these weapons combinable. Bandai did it with their original Automorphins in 94, and did it again with the 2014 Action Heroes. Neither required any moving parts. This is again not a limitation of budget, but poor design which prevents the weapons from being able to combine.
