Population size doesn't account for everything. You're not taking into consideration the effect that years and years of declining birth and coupling rates in Japan are having on the market.
Fewer and fewer people in Japan are raising families or even maintaining a relationship with a significant other. Without those large financial/time obligations, individuals have more money/time to spend on whatever hobbies they have.
While this declining birth/coupling rate has been damaging to Japan's kids' toys market (under 14-yo segment), the higher target toy/collectible industry is still able to remain viable despite this trend.
TL;DR: No family, no girl/boyfriend = More cash to spend on $60+ collectible figures every month.
