Robogoat was originally to be in that first series of 5" ESAs, but he ended up being omitted along with Rita, Scorpina, and Mutitus to reduce the case count to twelve. Of those twelve, six were Zyu2 monsters. At the same time six 8" Evil Space Aliens were released, which were Zedd (based on early concept art) and five Zyu2 monsters. I doubt Bandai knew which Zyu2 monsters were going to be used in season 1 versus season 2 when the fall waves were finalized, so it's likely a coincidence that Stag Beetle ended up being the only season 2 monster in the first series of 5" figures. It should also be noted that 15 of the 25 Zyu2 monsters were used in season 1, so it would be expected to skew that way.
What's really interesting is how Bandai completely ignored any proper Dairanger monster figures, even in the second series released in spring of 95. The only Dairanger monsters they made were 2" non-poseable figures of Silver Horns and Skellerina.
