I don't believe Lego re-sets the factory, constantly, to make sets on demand. that sounds unlikely, as Lego is perpetually making new sets.
even if the factory CAN assemble sets on demand, the limiting factor might be the amount of torsos they printed, or that one special piece. SOME part of it, literally, is the limiting factor. they only made so much, and when they run out... it's "retired"!
it's nice of them to warn us, though. like hey, if you kinda wanted it, you better get it while you can!
