From what I see on Twitter, they replace the whole figure but thats for JP customer support, I assume you are in the US/Global and not in JP. First time they reissued a Bring Arts, Cloud, Tifa, Aerith and Sephiroth so it helps others who missed them to have another chance and avoid after market price
