Rei, like many older Revos, uses double swivel hips. Now, these hips do have some downsides, like for instance raising them straight up and down is not possible, but for general use and action posing, they can be fucking great. In some cases they can even be better and easier to pose than Revolver jointed hips. Learn to work with them instead of counting their shortcomings and I think you'll be fine.
