My thinking is Bionicle has always been more character driven when it comes to its story, so a mobile app would help introduce the story of the world and the characters you can buy, so kids get invested in it more than it just being a cool toy.
With system sets I dont think you could connect with it in the same way you would a bionicle. You look at the whole set and what you can build as opposed to being invested in a single minifig.
The reason I think the collectable/blindbag/gacha route is the way to go is because there is a precedent from when Bionicle first launched.
Bionicle was made to compete with Pokemon, which had a collect em all gimmick so Bionicle had to come up with one too which is why I brought up the Kraata.Obviously it wasn't as successful as Pokemons take but it was an aspect of earlier bionicles that helped keep the attention of kids, once bionicle became established it was dropped however, and maybe thats something that it needs to come back.
If Bionicle relaunched today they would still be competing with other collectable toys, not just Pokemon, since so many have spawned since then, so maybe they should reimplement it somehow so it gives them some reinforcemnt in ways to hold kids attention.
