While I understand the frustration of not being able to pick up older figures you've just discovered (it pains me to this day I passed up on my beautiful Sir Owain), that's a problem for EVERY toyline. Yes, the issue is more pronounced with the Legions due to their limited runs, theses guys are made to order because the 4H would prefer to err on the side of caution, instead of ordering excess quantities of figures that may or may not sell. Case in point, the wave 2 Birds shelfwarming, while Ignatius, a fairly forgotten figure during the original KS, became a fan favorite and highly in demand.
That said, they DO re-issue figures. Either through similar but different builds (the Attlus and Adamonn effect) or through LITERAL DIRECT RERELEASES like their THIRD FAN VOTED ALL-STAR WAVE.
So your entire complaint is moot.

In fact it's always the opposite, where members are very active and vocal about informing people, especially new comers, of when and how new sales and pre-orders open up.
If you really want them to make more figures, tell more people to pre-order them when a new wave goes on sale (which used to be 3-4 times a year) or a new in-stock sale happens. The more people who order them, the more they make, and the more they make the more Legions will be out there for people to buy.
