Normally their dolls would have a complete head sculpt, where the entire head is the sculpt and the hair is rooted on top of the head in whatever pattern the designers need. For the LA Belle dolls, they're doing what they did for the Star Wars Elite 10" figures, where the facial sculpt is essentially a mask that is placed on a flat head sculpt instead of a complete head. So the hair is attached underneath this face plate, rather than being rooted.
A money saving measure that results in less customization and a very strange, stretched look since the hairline has to be so far back.
