So even if you don't count them, there's still other ones like the Reavers. Nevermind all the superpowered heroes he's taken on like Daredevil, Wolverine, Ghost Rider, Spider-Man and many more.
That other guy's argument was that Punisher could take on and beat Snake Eyes because he's fought against supervillains, but he should also include superheroes.

It only lends credence toward Punisher being extremely resourceful and has hax planning powers like Batman, which is why Punisher is able to kill so many gangsters and even armies, despite being outnumbered and without harming regular people 99% of the time. This has basically been the Punisher's MO since he was created.
So could he win against Snake Eyes? Prolly, since in the 616, SE would be a lesser mook, not even in Batroc and Tarantula's range of powers. SE would maybe be some mid-level Hand ninja who looks cooler than the rest of the generic ninjas, but has no lines (HAH!) and only after Punisher beats him does the real villain of teh story comes out from the shadows at the end of the issue.
