Instead of just wiring, lights and motor, many model trains come with a bare-bones circuit board that can be modified or accept another, fancier circuit board. The three model locomotives I have all took drop-in replacement boards for digital function. The digital boards on a basic level allow you to program everything the locomotive can do, like how fast it accelerates/slows down, individual light activation, and functions to program a set route on your track, provided your switch tracks are also "smart"
Then there's ones that allow for sound, and those do everything the basic ones do, plus sound programming.
A smart enough person could easily modify lego trains to have sound,. I've seen photos of 9v motors modified to have digital control boards. Dunno about Power Functions though, unless you're smart with infrared broadcasting.
