Lego will claim "molds cost money, we need to make sure we include it in a set that will justify the cost" and some people think "yeah I guess that makes sense" even though it's an brutal tactic to guarantee $$$$ hundreds dollars for Lego nonsense (can't blame them, the tactic works, so it's really "our fault"... which is more flawed logic lol)
if Lego really wanted to, we could get an Ash/Pikachu polybag of such quantity that everybody could have one for $5 but they don't want to sell $5 sets, do they?
