Would it be cheaper just to put them in tubes? Sure, but it's not as attention grabbing as the carded stuff.
I'm 100% sure Hasbro has researched the shit out of how enticing packaging is for kids/moms/collectors, which is why 1:18 packaging has been practically the same size since the 80s for pretty much every single Hasbro line and even other toy companies.
I think it's something Hasbro should still test out in practical terms, especially since packaging in itself is fucking expensive. Check the cost break downs in jpeg.
Also see how they put the Marvel army builder in just a black and white box that's 1/4th the size of a Marvel Legend box and it costs only $15 or about there instead of $20.
