That would be Figma Mashu, Shielder-class Servant.
Unfortunately being a star of Fate/Grand Order and then having a surge of love thanks to the mere OVA it got has caused her to be sold out or very highly priced everywhere I could recommend.
I was just fortunate enough to enjoy her design since she was a concept and PO'ed long before the OVA aired.
