Retaliation had shit for products because Hasbro/Paramount fucked over retailers by delaying the movie a year, letting them to hold onto movie toys for an entire year without a movie to back it. Walmart/Target stopped supporting Hasbro GI Joe toys by summer, 5-7 months before the movie was finally released.
This effectively killed the entire GI Joe line, basically becoming a TRU exclusive to drip out redecos and retools, because TRU made money off of it still. Hasbro was still planning another movie, but took their sweet time after TRU went bankrupt.
GI Joe Classified was supposed to be the first part of the Snake Eyes movie line, but Corona fucked up Hasbro's plans, so they literally had a wave's worth of toys to release over the next 14 months.
In order to NOT repeat the mess that was Retaliation, they had to dole out exclusives to Walmart and Target in order to make it worthwhile to keep them ordering GI Joes until the movie came out.
Again, all this shit was produced for the 2020 movie. Yes, the non-movie figures are part of the movie line, because that's how Hasbro has operated with all their movie lines since at least 08. It was sold as such to Walmart and Targets, so future products can only be planned AFTER the movie. 2 waves worth of products stretched out for 14 months
