No, I don't count Gozer or Terror Dogs as ghosts. We need a Slimer and Muncher at the bare minimum, but beyond that they have so many ghosts to draw from between the movies, RGB (show and toyline), video game, and comics, yet they just keep making humans. Matty's line had a similar problem, but at least they did eventually get around to making most of the ghosts from the first two films. A Ghostbusters line without ghosts is boring, even Kenner understood this.
