The background is that all the disparate lands in the empire have had their feudal obligations called in to meet the direst of threats (of which the scorpion army is part). Whether they be lands of modest means sending what soldiers can be spared or the wealthiest realms fielding small armies, all are gathering to fight a common foe. This is one of the larger contingents, recently enlarged with a half-dozen mounted archers because that one goof in the Lego gen persuaded me of their utility.
