A lot of companies reissue old shit because they're lacking in revenue and need to release stuff to increase their revenue, because they don't have the money to release new things.
Whether it's happening this way or how you think it's going is unknown. It's pure speculation.
Still, considering the output Kaiyodo had in the early 10s and what it is now, it's not out of the realm of possibilities that those reissues are for falling revenue. Even redoing the same character might cost cutting, depending on how the license is set up.
