Something like that would would let me to put it closer to the ground than a short tripod on a table if I'm shooting stuff for perspective, and also more angle flexibility than a tall tripod standing on the floor. Otherwise I've just been doing it by hand a lot, which is a problem when I try long exposure stuff.
