Optimus Primal was a boring choice because he already held the matrix for a time in the Beast Wars cartoon when he turned into Optimal Optimus, and had a great figure depicting him in that form. There was nothing new or interesting about choosing him for this. On the other hand, several other options had never had the matrix, so a toy of one of them powered up by it would have been something that hadn't been done before. The Matrix Quest comics were simply a lore-driven reason it would have fit Thunderwing well, but almost any other choice (except Ultra Magnus who also had held the matrix) would have been better than Primal.
