Because there were Creatures for all the Elements, including Light. Plus his animal-like features, including digitigrade legs and antlers, sort of support this.
And if you want to go even further, maybe it can be implied that Makuta was the Toa of Shadow, since Ekimu was later confirmed to have been transformed into G2’s Toa of Light temporarily, and that when Umarak tried to use Makuta’s former Mask of Control and was turned into Umarak the Destoryer, maybe it was like some sort of pseudo-Toa-Creature unification, like the other Toa and Elemental Creatures do. Since Makuta couldn’t physically be in that realm of existence, just his old mask, which perhaps had some of his spiritual essence still attached to it, and with Makuta apparently still being a powerful force, that was enough for it to count as a Toa-Creature unification. As well as Makuta later basically absorbing Umarak the Destoryer into his being, to be able to try and enter the physical world again.
Umarak the Hunter might either be an evolved Elemntal Creature of Shadow, or maybe that’s his natural form, witchim being more powerful and more of a force to be reckoned with than the other Creatures. Because Shadow can literally be everywhere, thus allowing him to have a much more imposing form. On the flip side, Agil is the Elemental Creatire of Light, and even compared to the other Creatures, he’s rather small. But this could be die ti the fact that even in total darkness (Shadow) a single source of light can be seen from miles away. Plus Agil was one of the first to leave lasting damage to Umarak the Destoryer, when he scratched at one of his eyes and left that scar.
