And while i kinda wanted the Overwatch line to be in 1:18, there's not a lot of stuff there that would benefit from a smaller scale. It's very much a superhero type line, where every character is unique and different. A 1:18 mostly works with army building, vehicles, and playsets, and that's not something Overwatch is famous for.

Since the movie was postponed, and orders were likely made pre-Corona, Hasbro had to make a deal with Target to support the toyline in full without movie figures to support it. Hence exclusives.
This is also why there's a pitiful amount of figures released, because these figures started being made over a year ago, along with the movie figures. Like Marvel Legends, it's likely the movie figures make up the majority of a wave with just a few comic/game/cartoon characters to act as filler.
With no movie, they halted production on the movie figures and just released the fillers.
Hasbro couldn't halt production on the Black Widow movie wave in time, so they just released it as is.
