>>10496800They aren't really comparable. The quills on the Sorna Highland Raptors are thin structures that jut out from the animal's head while the feathers on that BOTM raptor are sculpted onto the body. Even the fan-like feathers on the tail aren't a good analogue.
That being said, I do think they could add the quills. Mattel added quills to both the HC and AC male highland raptors (to varying degrees of success) and the Amber Collection raptor is supposed to be in the same scale as as the upcoming Nanmu raptors, so I don't really see why they couldn't have just had them be a softer plastic or rubber added to peg holes at the back of the head.
