If Hasbro were smart they would have made a Bulk figure before making Ned Leeds so they could reuse the fat parts. The lower body at the very least could have been shared. If they really wanted to get nuts they could have also used it for Ernie as well. The tooling for Ned doesn't offer many options within the Marvel world, so it's wasted originating there where it can't be reused in any other line.
