It's not as bad as Krylon, sure, but it's not a very flat matte and still leaves quite a bit of visible "shine." I've also noted a sort of faint gritty look when looking at my Testors-coated kits up close.
I'm a strictly Mr. Hobby/Tamiya guy now. Those two always give incredibly smooth and very flat results with very minimal reflectivity. I think the difference is quite apparent side by side. I would take a comparison photo for you to show you, but my Testors coated kits are in storage literally thousands of miles away.
See the velvety-smooth coat on this Gouf? You will never get that with Testors. Testors is def cheaper and easier to source in the US, but well, you get what you pay for.
