I believe DST would count the POA in that Spiderman's arm as having 3POA (shoulder, elbow, wrist), while other companies would count it as 7 POA (shoulder swivel, shoulder hinge, bicep swivel, two elbow hinges, wrist hinge, wrist swivel)
I'm not saying I know WHY, but some odd licensing terms such as the one involving POA exists or existed at one point in time, but the Ask DST Q&A guy would frequently mention it when answering questions submitted. Look, the Marvel Selects are still always described as having "16 points of articulation" in Previews to this day.
