Armor Gohan and Krillin feel like likely candidates, and Krillin wouldn't conflict with the upcoming release if he's scheduled for 2023. Don't expect transformed Zarbon, do expect at least 1 more form of Frieza. Given that they've done final form already I could see 2nd and or 3rd form happening over Full Power. Goku with a ball is not impossible, Kid Goku had one after all.
If not any of those they'd have to resort to things like Cui and Nail, which while they are on the survey as well, I find even less likely to happen.
