The biggest complaint everyone had was they didn't own any of the major characters in O-ring, and most people, including Super7 viewed the Reaction Joe's as simply place holders until O-rings could be made. Why buy something when you're not invested in the line and that only vintage collectors might want? Hasbro could have also stood to promote the campaign on the Hasbro Pulse website and in streams. After-all they got that Skystriker made that fans were lukewarm on, and that was boring compared to the Mothership, which was a light-up playset that doubled as a vehicle and could really rival the Terrordrome.
Myself I'm currently balls deep into Reaction+ after at first being unsure if I really wanted to commit to another line, but the figures are perhaps some of the best Joes.
