Rhinox towered over the Season 1 Maximals except Dinobot, and while he's sitting in this scene the heads clearly show Transmetal Optimus is bigger. We just thing of Transmetal Optimus and Megatron as small since their Transmetal forms were megas; same for all the transmetals wince the were so show accurate people got used to thinking of the scale being accurate too.
