What I do is I've brought some hot toys female neck adaptors (they're easy to find on eBay and they hold ok at least on Batman sized pegs I use them on) I cut off a bit of the top with a Stanley knife so it's not as long, then super glue it into the head cavity, then the head goes on ok.
In my experience Action_figure_customs heads are usually sized to fit, with a proper peg, and Oldboy customs usually has an adapter, but VC Toys and Tony Mei are just hollow.
