Android 17 and 18's real names are Lapis and Lazuli these are both names which refer to a precious gem that is intensely blue. Android 17 and 18 resemble General Blue a lot and even have his snarky personality trait. This is how doctor Gero found out about his children: because General Blue was the most significant fighter in the RR and had supernatural powers so he had to know if Blue had relatives or offspring that shared these unusual traits.
His children however ...did not have their fathers fighting abilities but he noticed in them the burning desire to avenge their father, especially 17 so he knew they had potiential but something went wrong in their programming and so they completely forgot all past memories.
