But with this tiny weapon, you could probably fit like 10-12 in a single mold at a minimum. That's called a multi-cavity mold (see pic, left side). So each shot in the mold could produce 10-12 of these at a time. So that $1 unit cost should be covering as many of these weapons as they could fit in the single mold, not just a single weapon. If he and the factory really put a single tiny weapon in an entire mold (like the right side mold), that's insanely stupid and in that case, each shot for a single weapon will cost $1 each.
Either way, if his figures cost around $40 like someone said above, that doesn't sound too unreasonable actually. The figures require multiple tools to be made (one for each different material), at least one for the ABS torso and one or two for the PVC limbs/head and whatever accessories as well. Plus labor, assembly, paint, etc. Still no way he can price his shit anywhere near what Hasbro would charge though.
