They sculpted it so they could use it in the final figure but honestly that could have just been for presentation sake, It's not a super big deal to sculpt a textured cape and use a simulation to drape it on the Zbrush model. Since the ESB version has soft goods I'd say there's a chance this one could too. Either way it's pretty simple to replace if it isn't a soft goods one. Either make one yourself out of scrap cloth or you could get a wired one off eBay.
The only reason I think they went with the plastic for Mando was because they probably couldn't find the right kind of fabric that had the right weight and texture of his cape or it was way too expensive to use in the long run.
