That isn't to say it won't happen but there's a mostly solid enough reason as to why they might not, especially since as a Vegeta mould they'd need to find potential reuse (Blue Evolution maybe?). Can't be used for Ultra Trunks since he's much bulkier than even Vegeta was.

Budget releases are used for figure releases that can be put out cheap because the mould has already been cast as well as being tempters for potential new collectors. Put your mind in the shoes of a newbie who has the opportunity to buy a SSJ Goku in his regular righting clothes which also counts as his iconic outfit or a Goku in Saiyan clothing which only appeared for a fraction of the combined total episodes of the franchise and wasn't even used in any notable fights. Stuff like this is what Bandai has to also consider when choosing who and what to release.
The same goes for Armor Gohan and Yardrat Goku. P-Bandai isn't just a dumping ground for figures that wouldn't sell at retail otherwise we'd have a fuckton more releases by this point because "lol made to order so no risk".
At the end of the day, it all comes back down to the simple questions of "Will people actually buy this?" and "How many units would we actually sell?". I'm not against these seeing a release, I just don't see the point when better money makers exist that still have yet to be done.
What Trunks parts are you thinking Goku would have? Curious to know.
