This shit has been a standard clause for these types of movies since the 90s.
It's not like 80s films, where they didn't think they could get a giant toyline made out of the Alien movies, so they didn't even bother getting any likenesses, especially when toys had such mushy sculpts back then.
They can use your likeness for almost anything they want without paying you an extra penny and they're also forced to go around promoting that shit with a giant smile on their face like its the best thing ever.
So the reason that they suck at likeness is because they suck. You can't expect an A sculpt everytime. See also how many failures Hasbro has had with Han or Luke. They have had completely perfect sculpts before, yet they don't even reuse those for whatever reason, despite going digital since around 2009, even when physical sculpts were made (they scan them).
