The line keeps growing in popularity so even the general releases just run out and start to creep up in price after a while. As a collector I guess we have no insight into if anything is restocked, so it's a gamble to wait it out as the prices continue to go up.
SSJ4 Goku has officially been confirmed to be in the works. I'm assuming you're refering to the shell of Cell? We don't have much on it since it was only shown at the last (online) event we had. As for Cell first form proper, we've deduced he's coming from a Q&A vid.
