Everything here is subtle and carefully considered, which means that if it were to end in a trial, it would be after a long investigation. It is impossible to react as quickly as a clear use of the names, titles, and design of their license (because there is no debate about a fangame or the use of models, name, etc.). I'm not saying that there will be legal proceedings, I don't know, just that with such a context, if it were to happen, it would take time.
Reptar's example above was exaggerated, here it was parody/hommage. Here we have a massive scam on an entire bestiary, to take advantage of notoriety and success that is not theirs. Palworld has had the success that because of Pokémon, otherwise it does not stand out from Ark, it is even inferior to it in all aspects.
The bestiary of TemTem or Yokai Watch is a perfect example of creating a bestiary with its own inspirations, artistic direction, etc.
