Reissues is kind of a complicated question.
For the original g1 toys they reissue a few of them every couple years but due to not having the files or mold plates or whatever its always the same couple characters like Soundwave and Optimus.
They just recently did a handful of beast wars reissues for the first time as well to celebrate its 25th.
For mid era toys, almost never, if it happens it's usually a takara (the japanese half of the brand) exclusive.
As for current stuff, they call them package refreshes, so if a certain toy sold really well they might refresh it in a later wave, this happened recently with Cosmos and Tarn for instance.
More often though, rather than refresh the stock in a later wave they due variants to help squeeze a few extra bucks out of die hard collectors or to homage different pieces of media.
Characters like Optimus for instance has had his recent voyager figures released in about 12 different colour variants.
A more extensive recolour and often with changes to the moulding are also super commonly done as different characters while keeping the same skeleton, these are good both for people who like checking off cast roster boxes and also if you dont really care about a specific character but a toy design seemed fun but you missed it, you can get another shot as someone else.
All of these are usually done within a couple years, so chances are anything older than maybe 2-3 years you are very unlikely to see refreshed or recoloured/remolded.
As for scalpers its a real issue right when a toy comes out, then depending on the popularity and availability it either stays high or evens out, then usually spikes again once its out of circulation unless the figure was really unpopular.
